Documents and compliance for gold from Uganda

Before price, a buyer's compliance team decides whether a supply route is acceptable. This page sets out what a lawful gold export from Uganda carries, what both sides exchange before a first trade, and the standard any lot we eventually quote must meet.

Documents that travel with each consignment

  • Export permit for the consignment (Form 52)
  • Certificate of origin, where applicable, and a certificate of analysis authenticated by the country of origin
  • Commercial invoice, packing list and air waybill
  • Proof of royalty and export-levy payment, where applicable
  • For documented-origin lots: the licence of the mine or small-scale site, movement permits and lot records

Uganda's Mining and Minerals Act requires an export permit for each consignment, and the permit does not exempt the exporter from providing a certificate of analysis authenticated by the country of origin. See how buying works.

Origin and chain of custody

Documented Ugandan origin means a lot traced to a licensed mine or small-scale licence, moved under permit, kept separate by a licensed refinery, and exported with its own documents. Most gold exported through Uganda is not Uganda-mined, so compliance teams test which claim is meant. See Uganda as a gold origin.

KYC runs both ways

Refiners and dealers publish what they require from a supplier before a first trade: company documents, beneficial owners (10% under LBMA guidance, 25% on UAE forms), licences, sanctions and politically-exposed-person screening and, for mined gold, the mine licence, location and export permit. We will ask buyers for identity documents and, for a business, company and beneficial-ownership documents before any contract.

Assay and testing

Wholesale gold is priced on fire assay of a sample. Buyer and seller each assay a split sample, and an independent umpire settles differences. See gold assay and fake gold bars.

Uganda's rules

Dealing in gold in Uganda requires a licence, and exports need a permit for each consignment. Whether doré may be exported is unresolved. See Uganda gold regulations and the mineral dealer's licence.

Sanctions

Every enquiry is screened against the UK, EU, UN and US sanctions lists before we respond in substance, and again before any contract, shipment or payment. We do not deal with sanctioned persons, companies or refineries. Until we have taken UK sanctions legal advice, we do not accept enquiries involving Russia or Belarus: delivery there, payment from or through there, or parties located or incorporated there. We do not accept gold of Russian origin.

Our standards

These are our intended standards, not current practice. Documented origin: every lot would trace to a licensed Ugandan site; no supply meeting it has been identified yet. Licensed counterparties: we intend to confirm licences with DGSM, whose public data is still being validated. Assay on arrival by the buying refinery, with an umpire named in the contract if results differ; no assay arrangement is in place yet. Contract before payment: never in advance, never to agents. Key facts and figures carry a source and an evidence label: see how we label evidence.
